Ex-special forces soldier, Clarke Hammer, was in the Special Air Service (SAS) from 1991-2002. He wish to settle down with his wife and kids until his brother was killed in the 7/7/2005 bombins in London. He was distraut. Islamic extremists were responsible for the blasts and all of the bombers were caught.
With his military background Hammer smelt a rat, and started to ask questions on how the terrorist were able to carry out the attack with such ease and how easily they were caught? Government agencies such as the MI5, lead by Agent North, didn't like Hammer sticking his nose in so tried to dispose of him.
Hammer did some investigatory work of his own. He discovered that the terrorists were allowed to plant the bombs and carry out the attack because the "Spooks" had a mole inside Al Qaeda. They faced the decision of letting the Al Qaeda know that the Government had a mole and preventing the attack, or letting them carry out the attack and possibly preventing a larger-scale attack in the future. Except, the 7/7 bombings were far larger than the govermnet predicted.
Hammer was enraged at this, and when on a vendetta to revenge his brother and all those lost in the attacks. He took out people in high places who had any influence on this decision. All the while the MI5 are trying to cover up the whole situation by assassinating Hammer. Hammer starts by taking out the grass roots people, and then moves up the pay grade.
But, he's in a race against time as the MI5 capture his wife and kids and hold them. He has one more target to go before he can rest, the Home Sectary. As hard as he tries to revenge his brother, he falls at the last hurdle as he is shot by Agent North.
At first it may seem as if he has failed to bring the government to justice in his own way. But, Hammer's death attracts media attention which bring people to suspect a cover-up in this murder and a cover up for the 7/7 bombings. The home sectary is then sacked as the headlines are written by journalist about a cover up which causes public out cry. So Hammer did what he set out to do.
